Belgium is in its deepest crisis ever. After a national referendum, the Flemish and Walloon want two independent republics.
In record time, the politicians of the majority parties negotiated a two-state manifesto.
On the day of the signing, Achille, Walloon's Prime Minister is absent due to illness. As it happens, only the minister of tourism Florence, Achille’s deputy and daughter, is constitutionally authorized to take over his duties. She will sign the manifesto with her Flemish counterpart Johan Vandecasteele.
When Florence sits down with Johan she wants to amend a few articles. She claims to have discussed amendments with Achille the night before. Johan doesn't believe her, and time is running out. They set off on a day-long road trip across Belgium to negotiate, and this crazy day makes him realise something…
